IMPORTANT NEW PROPOSALS.

The Ministry of Reconstruction have now issued the second report of the Com- mittee upon the Acquisition and Valun- tion of Land for Public Purposes, of which Mr. Leslie Scott, K.C., M.P., is chairman. Thoir first report, which was issued a year ago, recommended measures for cheapening, shortening, and simpli fying procedure for obtaining compulsory powers for the nequisition of land, a pro- cedure so cumbersome as to involve a delay of many monwards.

and costs of any thing from £600

In their second report the Committee devole atten tion to a suitable system for the valuation of land compulsorily acquired for public purposes. The existing legal provision for dealing with auch valuation is based upon the Lands Clauses Act, the chief of which dates back to 18. The experience of two generations has shown, says thu report, that this Act and the amending Acts require reconsideration in order to give effect to the requirements of the Omunity of to-day. The Lands Clausce Acts are out of date, and should be re- placed by a fresh Code.

adopted as the criterion for such valuation ander various judicial decisions (though no such criterion was, in fact, specifically laid down by the Lands Clauses Acts of 1845), should be replaced by a general standard of value to be paid to the owner, which is defined es the market value na be willing buyer and a &

willing Roller. In addition to this value, the owner would be entitled, under the Coin- BRITISH MUNICIPAL, COUNCIL,mittee's proposals, to payment for conse

The Committee do not think that the fact of his fad being acquired under com- pulsory powers for the public benefit should entitle an owner to additional compensation 彻 that ground alone They urge, therefore, that the conven chase (which in England and Wales is tional allowances for compulsory pur normally 10 per cent,, und which in the case of agricultural land in Scotland bas, in practice, resulted in giving forty-five years' purchase of the gross annual value, representing in recent years nearly 100
