4. A national system of primary and Secondary education adequately financed from the Irish Exchequer and controlled un lings which allow free development alike for the Catholic and Protestant ideals of teaching.
6. Clean and healthy and effective ad. ministration throughout the country, and ádmission to all branches of the public service by competitive examination

BRITISH TROOPS IN VIENNA.
ARMY'S GIFT TO WOMEN AND CHILDREN.
Perhaps for the first time in history British troops, on January 14th, marched though the streets of Vienna. They came, not as an Army of occupation, bat as tho convoy of a special train bringing provisions from the British Army in Italy to Vienna. The detach ment was composed of eight ofloors and 100 men of the 2nd Warwickshire Regi- ment under Major Dibben, and was hend- ed by the band of the regiment.
The streets were lined with spectatora, who gave, the British & cordial, though undemonstrative, welcome. At
the Rathaus, Major Bethell, Commander of the Prisoners of War Miwion, in -pre- ponting the officers to the Burgonaster. said he was instructed to state that those supplies were sent as a special set of grace by the Earl of Cavan in recognition of the fact that the Austriņa Army and people have, on the whole, trented British prisoners with consideration in contrast with their inhuman trostment by the Cormans. The supplice were sont by the British Army to relieve the needs of the women and children. The whole train-. Fload was sent as a free gift.
