The majority of the Russian banks were owned by Germans or were con trolled by them, and this was felt by Russian industry every day with inercas ing force. The treaty of commerce which Germany wrested from Russia in 1904 during the Russo-Japanese War was great impediment to the development of Russian industry. Before this war the chemical industry was in German bands, and it required heroic efforts on the part of Russia to organise this vital branch an interpellation by Jaurès in the of the national industry.
