The situation is very difficult owing to the intensity of pas sions of nationalism increased by the

Unfortunately the governments of Europe still under the old system of in- dividual national egotisni show an in- clination to make use of and stimulate these passions without any realization of the danger which such a policy involves. This situation should not be allowed to destroy the development of a magnificent programme of a friendship and collabora- tion between Italy and the Jugo-Slavs The allies, especially America, should in- tervene to smooth out disagreements and decide them with a spirit of justice and impartiality. Italy must adopt a policy of broad moderation and wisdom.
"Italy wrongly feared the danger of Russian pan-Blaviam. She must now re- alize that the solidarity which exists among the Slave of Austria-Hungary will create a new form of pan-Slaviem real and much more dangerous if it is hostile to Italy.
