TROUBLE WITH TROOPS.

REFUSAL TO EMBARK

·SATISFACTORY SETTLEMENT.

The following announcement was issued by the Secretary of the War Office, through the Press Bureau, on January 4th

The trouble which has arisen during the last two days among the troops returning to Franco from lenye in England has been satisfactorily settled this evening, after a long conférence between the General Officer Command- ing the Eastern Command and repre- sentatives of the men.

The War Office authorities and officials of the Demobilisation Depart- ment of the Ministry of Labour, are engaged in investigating cach Case individually at Folkestone.

*In consequence of the dificulty it was found necessary to close Folkestone temporarily as a port of embarkation to-day, and for that reason the depar ture of the Colours of the Guards from London was postponed.?"

This statement was supplemented by the following further communiqué, issued from the same source on January 6th:--

"It now possible to give a somewhat fuller-account of the trouble which arose with the troops returning from leave at Folkestone on Friday and Saturday labt, and which, at one time, seemed likely to lead to serious consequences. The causes of the disturbance, which were at first somewhat obscure, were cleared up yester day after investigation by the military authorities. The men wore first seen in the morning by General Dallas, G.0.0. Canterbury, and subsequently by General Woolcombe, G.O.D. Eastern Command, who was absent on leave at the time when the trouble began, but on hearing of it here he proceeded to Folkestone he was in telephonic communica tion yesterday afternoon and even far with the Headquarters of the Home Army and the War Office. These proceedings possible by the fact that

evening

were re body of the men, though un

thoir

the great doubtedly guilty of disobedience to orders in not proceeding on board, were per- fectly orderly and respectful in demeanour, and that when they found the

were to have an opportunity of stating their case, they showed every disposition to behave in a reasonable manner and to discourage any attempts to aggravate the trouble.

The origin of the disturbance was due to misunderstandings over the contracta" with pre-war employers, which, when pro perly completed, are allowed to qualify men on leave from overseas for immediate

demobilisation. This system, which was adopted some weaks ago in

order to hasten the process of release from the coloure, has been super-imposed on the original scheme of demobilisation, firstly of pivotal men," and then of classes having priority according to the indus- ntry The 'contract trial needs of the country. etheme poeds to be and very carefully worked, if it is not

properly understood, to lead to confusion, and so to delay rather than to expedite the release of men from the colours. What has just happened at Folkestone is an illustration of the difficulties which may arise, and have to be guerdod against...

"It appears that on Friday last á number of men, who were about to em bark for France, were granted an exten- sion of leave in order to have time to complete their contracts It must be explained that, before ancha contract entitles a man to demobilisation, it must be submitted to and be endorsed by the Ministry of

of Labour or

For one of its Local Employment

Committees, and the man's Dust be

be communicated with in order to make sure that he really can be sparut The men at Folkestone, to whoin an exten aion of leave was granted, had obtained the consent of their pro-war employers to take them back, but had not had time to communicate with the Local Committees When it became known among the man about to embark that some of their num
