that I have caused particular inquiry to be made relative to the enumerated queries,

that the answers may be strictly relied upon;

Assistant Superintendent Caldwell has materially assisted me in obtaining the information.

Queries

1. Do the present holders of opium Licenses make Money?

1. Answer.

Those who have sufficient capital to purchase two or three chests of opium at one time invariably make money

and the others are so far successful as at least to pay all their expenses-

This is evident from their continuing in the same business consecutive years.
