My Lord,
Victoria, Hongkong, 14th February, 1849.
On the 26th August last, I had the honor to acquaint Your Lordship that I had communicated the substance of Despatch No 32 of the 4th May, in relation to a reduction of the Ground Rent levied in this Colony.
I now transmit for Your Lordship's information, copy of a letter to my address from the same parties. This letter, although it bears date the 19th ultimo, only reached me on the 29th, and as the mail left this Port the following day, it was impossible for me to forward it by that opportunity.
