At a moment when civilisation owes its survival to the British Navy it is natura! that people should look upon any proposal to diminish these acknow- ledged rights in war with uneasiness and suspicion.
A CONDITIONAL PROPOSAL.
Our first procedure should be to road the fourteen points carefully, so as to arrive at the meaning of the second clause when taken in conjunction with the rest.
