EDUCATION ACT ON THE STATUTE-BOOK",

NEW PROVISIONS SUMMARISED.

The Education Art received the Royal Assent a few weeks ago. The following a summary of the main changes in the provision of public education in Englarid and Wales:-

1. No exemptions from attendance" at school shall be granted to any child be tween the ages of five" and 14.

2. Local authorities may increase the age of compulsion by by-law to 15.

3. Compulsory day continuation schools shall be established for all young persons, unless they are being otherwise educated, up to the age of 18, and after seven year from the appointed day, up to the aga of 18

The minimani number of hours of attendance at continuation schools shall be 260, and, after seven yea78, 320

5. No child under 19 shall be em- ployed.

No child between 12 and 14 shall be employed for more than two hours on any Sunday, or on any school day before the close of school hours, or on any day between.m. and 8 p.m. Exceptions may be made by by-law, provided thas no child be employed for more than one hour before school, and if so employ ed, for more than one hour in the after-

7. Local authorities may make provi sion for the supply or maintenance of holiday or school camps, centres for physical training, school baths, swim- ming baths, and other facilities for social physical training.

9. Provision is made for the medical inspection and treatment of papila in secondary and continuation schools.

10. Special schools are to be establish; ed for physically defective children.

11. Fees in public elementary schoold are abolished.

The Ast also includes a number of ad ministrative provisions relating to the duties of local authorities and the dis- tribution of Government grants.

Speaking at West Ham, recently, the Bishop of London said that when they looked underneath the surface · «&nd behind the demand for higher wages and more leisure, they found that the workers were really asking for life. In the past the relation of the Church towards demo- cracy was wrong, but he believed to-day that that attitude had been changed vast- ly. The Church, however, would do well to remember that the working man would bever tolerate truckling in its attitude towards them.
