Lugard, G.C.M.G., C.B. any improvement in the quality generally or to the weight of paper and string. Buyers have been glad to get cargo and have winked at its shortcomings, but this will not be the case when things get back to normal, as they will then demand, and be able to demand, the quality expected, therefore this matter must be kept to the fore and not allowed to rest in abeyance. It is to be hoped that eventually some satisfactory standard will be arrived at which will put the business on a safer and sounder basis for all concerned.

Suggestions have been made as to the advisability of trying to establish a gotown where members of the Association could inspect and pack their goods under personal supervision and where they could, if they desired, secure the ser vices of an expert to examine and report upon any particular article which the shippers might not consider themselves thoroughly familiar with or to receive mutual assistance in deciding case where one might feel a little uncertain as to whether the goods tendered constituted a fair delivery under contract. Of course this is a question regarding which much is to be said for and against, and I just mention the suggestion as put for ward, and your committes will be very glad to have any ideas from members on the subject I might mention that the committee at all times welcome sugges- fions upon any matter which is likely to be beneficial to the particular business which we are engaged, and I hope menbors will make full use of the Asso- ciation and take advantag of the ob Sents for which it came into exi
