have no claim whatever to salary, but if, on the other hand, he was displaced from his situation
then, I think, an injustice
was done him.

the salary should be dissipated on account of Mr. Helm's Suspension. Should this
latter supposition prove correct upon which I decidedly agree with me that the salary of the Clerk substituted
