Grants, Building Grant for St. Joseph's College.
Tho CHAIRMAN--The Secretary of State has approved of the building grant to St. Joseph's College being increased from $2,500 to $6,000. The sum of $2,000 has been paid and the additional $3,600 will be paid, half this year and half next- year. The vote is required for this year's
payment.

General Tang Chi-yao, Tuchun of Yunnan, is reported to have telegraphed to Peking, hinting that he should be made Inspector-General of Yunnan, Kei. chow and Szechuan as the condition of his submitting to the present Govern- ment.
Thus, it will be seen that the Great Kwaugsi Doctrine" must sooner or later olaah with the "Great Yunnan Doctrine," in that while the former embraces the provinces of Kiangsi and Fukien as the next field for exploitation, the latter is also casting longing eyes upon Kiangsi and Hupch.
