THE CALM AT CANTON.
DERING the last few days some of the Chinese members of Parliament who are at variance with the Premier, TUANCHI- Jur, have been passing through Hongkong on their way to Canton. It is reported that about one hundred and thirty mem bers of the old Parliament have gathered
round Dr. Sus Yar-SEN, under whose leadership z Provincial Military Govern- went has been formed. Contrary to the expectation of many Europeans who have followed political events in China during the last year, this Sonthera Govern ment." has formally declared war against Germany and Austria. That, of course, is all to the good, for it finally disposes of any temptations which might beset the members of this new" Government."" to support the enemics of mankind. It must be confessed that there have been ugly rumours is the past of the influence of German gold in South China, and some of the aurest in Kwangtung has been attributed to it, The extraordinary letter

if De Sex had written his letter to Mr Lord George in that strain he would, At any rate, have seemed more sincere in his hatred of German ideals.
A careful examination of the Proclama tion issued from Castou reveals that there
are two matter whichevccupy a more in- portant position in the minds of the dis- contented members of Parliament at Canton than the war against Germany- One of these is hatred of the Premier, TUẦN CHE-JUI, and the other is the desire to conciliate the Allies Dr. SUN's fol lowere hated YUAN SHIKAL, and since the death of the would-be Emperor, they have directed all of their animus against TUAM If we were living in normal times, when the affairs of nations were settled by elections and débates, there would, of course, be every syrapathy with critics of the Government ruling China. There has been always so much that is bad about | even the best Government in Peking dar. ing the last few decades that all honest mea would welcome exposures of the greatest of all China's focs, corruption, It is generally believed that TUAN him self has never taken a cent more than by was legally entitled to receive, but it is difficult to believe that of all his fol. lowers Probably if he were to insist
Can upon such a rigid standard of public momlity amongst them he would soon be swept out of office. Exactly the same. remarks apply to Dr. SUN. His enemies among the Chinese say all sorts of un- pleasant things about him, and many Europeans regard him with suspicion, His departure from the office of organiser of China's railways revealed, it must be admitted, facts which may have been more or less justified by occosaity but cannot be defended by any accepted code of pub- lic morality. Yet, whatever be his faulta as a politician, it is difficult to believe that Dr. Sun has ever been actuated during his public career by any desire to amass riches for himself, although tho official life of China has been for so many generations, and still is, permeated with what blunt people call bribery. We doubt whether any party in China in these days would attract anything but an insigni feant following if such an old established practice were stamped out. Any criticiam. therefore, which the malcontents at Can- ton may direct against the methods followed by TUAN's colleagues in handling public money, will not carry much weight with unbiassed observers unless the sup- porters of the new "Government of Canton can prove that their own conduct is above suspicion.
We have discussed, at length, the poli tical situation in China with some of these members of Parliament who wish to over. throw TUAN. Two outstanding irres sions remain as a result. They may not,

Mr. Lloyd, of the Imports and Exporty. department, prosecuted, and Mr. Grist. defended..
Mr. Lloyd, in opening, said that he did not impute aty malicious intent or guilty, knowledge to the defendant. It was no doubt due to the negligence of seme
