CONSCRIPTION IN QUEBEC.

An impression prevails that the Gov- ernment hesitated at extreme measures on account of Quebec. Even such an in-. fuential newspaper as the Ottawa Journal urged that Quebec, like Ireland, should be excluded from the operation of any compulsory measure: Other newspapers in the English Provinces argued likewise, and undoubtedly there was much more feeling in favour of the proposal than found expression. But there is no reason to believe that the Government ever thought of excluding quebee.

Such action would not have been tolerated by the English Provinces. With Canada, Great Britain, and France in the war the French province would have been humilated and dishonoured for a generation.
