The Revolution is the work of Petro grad, and, in the first place of the Socialistic working classes and of the Army in the capital. From the outset, the officers and the Liberals were some what passive, and acted under pressure from the Socialists. These latter were organized and were able to begin their agitation, whereas the Liberals are only now beginning to use methods of agita tion:
I have an impression that all the revolutionary forces are scanchow lan- guishing. Even the extremist followers of M. Lenin show little energy. This may perhaps be explained by the absolute decadence of Tsarism, which was so rotten that it simply fell by itself, without any possibility of resistance.
It is remarkable how in Petrograd order is preservell, though the police have been removed and replaced by militia. Some cases of expropriation have occurred, but there is no strong anarchical movement as there was after the Revolution of 1905. This is partly because Tsarism is not there to foster anarchy as a means of provocation, and partly because the war is operating as a strong check upon the mind of the people..
