Opium cases, interferes with the trading junks that anchor in this Harbour, alleging that he above is licensed to deal with them in opium in whatever quantities it may be purchased;
and that vessels
are in consequence driven from the harbour.
His Excellency is ready to give
proper
time
every
protection in enforcing the privilege, which he holds from the Government, but at the
Same
time he is equally determined not to allow him to pervert it to purposes for which it was never intended, and which
may materially affect the general trade of the Place.
His Excellency, Bonham, will institute an enquiry into
the truth of the allegation,
