all "of atrocities" "plundered: Boats and Junks extorted fees of all kinds under false pretences", I am aware that Mr. Matheson brought to the notice of any Official instances of such misconduct, and all complaints against the Police were investigated as fully as possible, and met with severe punishment when detected: but I cannot call to mind any such instances as those mentioned above, referring to the Police Records I find more than one instance (184 of 1846) in which the Police were charged with any such offences. In this case two Europeans were charged with extorting money from a Chinaman under false pretences & they were committed for trial and acquitted at the Supreme Court.
With reference to Junks avoiding Hong Kong on their way to the West Coast and passing to the southward of it, a sufficient answer may be obtained by a reference to the map, where it will be seen that a Junk on her way from Canton to the West Coast must depart from her course about 40 miles to reach Hong Kong, which lies that distance to the Eastward of her track and therefore need not be passed, ever sighted by her at all.
