My Lordships notice the proposition of Earl Grey that before making any definite grant to the Company, it would be desirable that some arrangement should be made with them, in order to ensure the transmission of the Government Mails between Hong Kong and Canton on much favourable terms.
I am directed in reply to transmit to you for the information of Earl Grey, a copy of the offer made to the Treasury in November last by the Agent of the Hong Kong Canton Steam Packet Company in this Country, together with a copy of the Report on that proposal which the Postmaster General addressed to the Treasury on the 6th December last.
