It appears, however, that the proposed site of Lots is very small for their purposes, that part of the ground is irregular and would require considerable outlay to make it available, and that it would be necessary for them to reclaim part of it
and to build a sea-wall. Under these circumstances they pray to be
allowed possession of the lot of land
