The object, no doubt, of the original Ordinance was that all landowners in the locality should be liable to pay their share of the penalty, but it was overlooked at the time, apparently, that some of the land owners did not appear on the Crown-rent roll, but on the village rent roll. That is the only substantial change in the Bill
