the preparation of this Return has arisen partly from the pressure of business at this Office, and partly from the incompleteness of the information in our possession on the subject,

more perfect Land Returns having not reached us from Hong Kong!

It will be seen that in consequence of the late cause, we are unable to supply more than a part of the information required by the House of Commons, and even this part is incomplete.

Under these circumstances we presume it will be necessary to request the Governor to supply the Returns called for by the Address. If this course be adopted, we would suggest that the Statement we have prepared (which Lord Grey will doubtless consider not sufficiently complete for presentation to Parliament) should be forwarded to him,
