Grown by a yearly Rent have much fallen in value, that holders are anxious to be allowed to resign them to The Crown. And the Governor has accordingly been authorized to release these persons from the obligations they had contracted, on their paying the arrears rent and surrendering of the ground. In many instances this has been done.

The present cases do not appear to be in any material point distinguishable from those already disposed of. We therefore have the honor to recommend that the Ching-zin-san and other Chinese and Messrs. Oswald and White be allowed to relinquish their Lands accordingly.
