SMALL-POX AND VACCINATION, - Dr. Woodman presented a report on small-pox and vaccination, in the course. of which he said: The total number of small-pox cases last year was 712, which exceeds the total for 1912-the last epidemic year-by Up to mid-day to-day there have been 308 more. We have at the present time 8. vaccination stations opened, three of which

were started last week. In addition to this we are still carrying on the house-to- house vaccination in No. 9. District. The vaccinating staff employed by this. Board had vaccinated 30,553 cases up to the end of last year, and various public institutions about 28,000 more. Up to Sunday last. our vaccinators had vaccinated about 50,910 since the cara- paign started, and other institutions about 47,000 more, making a total of over 100,000. In addition to these, private practitioners have vaccinated large numbers: I know of a case where over

Rightly to appisviate the importance of this de claration it is necessary to remember that, although there is universal suffrage in Austria-Hungary, the dectors are so hopelessly divided by race, language, and religion that they exercise practically no control over national policy. There are, indeed, no fewer than seventeen races re- presented in the Empire's population of 5 millions, and each nationality fights for its own interests and for the privilege of oppressing some other nationality. In these circumstances, the Emperor has to play a large personal part in the Govern- ment. "Ministers," anys Mr. G. WAU PRICE, "are his servants almost to the same extent that prevails in Germany." In his double capacity as Emperor and King be is the link that holds the realm together. Inspector Gerrard said that probably what happend was that the foreman told him he could take some wood for firewood and he helped himself to this quantity.
