It is probably not necessary that it should be invested with com pulsory powers. There are more men willing and anxious to go to the front than the Colony is likely to be able to liberate, and employers, though already working with depleted staffs, may be trusted not to place unnecessary obstacles in their way There is no lack of patriotism in this Colony, although the fact that we are always playing, second
