With reference to your Letter dated the 22 Ultimo I have it in command to acquaint You, for the information of Earl Grey, that the Lords Commissioners of Her Majesty's Treasury have not seen fit to dissent from the Instructions and Authority which his Lordship proposes to convey to the Governor of Hong Kong in regard to the Alteration of the Gaols at Victoria and the incurring such Expenditure as may be absolutely necessary for rendering these fit for the custody of Offenders.
