Board of Trade, E.1., dated 1 March 1847. You will observe that Lt. Jelf's memorandum is drawn up, on important materials, which he had submitted to his Excellency to create information regarding the plan and site of the proposed gaol.

This recommendation has varied in some particulars from those of the Committee, to which it will be important that you should give your attention, not only with new to the insufficient size & deficient accommodation experienced in such affairs by the want of gaol itself as reported on by the Committee. But also to the discipline & health of the prisoners in such a climate so long, that they should be employed as far as can be done on outdoor work, such as the construction of roads, and other similar labour, be carried out.
