be considered
absolutely
Necessary for rendering

Gaol fit for the Custody
of Offenders without the
danger
to health
to which it's present
objectionable state exposes
them.
Their Lordships will
observe that to
Carry
these recommendations
into effect the
approbation of the
Governor in Chief of Hong Kong is requisite to render the Prisons fit
for the reception of its intended
office
