Jan 4. Devoted by last Grey the transmit to you traft to the Lords Commissioners of the Treasury the accompanying Plans & Estimates of a Committee appointed to Kong inclosing a Refert with Extract from a Despatch from the Governor of Hong Kong.

5. Consider such measures as might be necessary for the consideration of the Board to be prepared.

Jan 11. Jett memorandum is in part based (as he himself stated to me) on very insufficient information regarding the plan & site of the proposed gaol. There is no Estimate of the presumed Expense of the alterations.

Mother by station: but perhaps they would not qualify to conduct the cost of their upkeep by the committee appointed at Hong Kong. It will be difficult to entirely settle this matter.

But, after all, is this a fit instance for adopting the measures suggested in Fry's report, & Employing as many of the convicts as possible on out door labour, on many of the convicts at Bermuda, &c.?

It is desirable to employ the convicts at hard labour as much as possible at the same time, out door works.

The gaol requires necessary repairs to render it suitable for the custody of offenders without the danger to health which must be incurred by its present most deplorable state.

Attain the sanet" of the IT for these instimetti's.

Transmit the Memorandum to H.M.
