Mr. H. Gosling, in his Presidential address, said that no previous Congress had been faced with more sbsorbing pro blems or challenged to meet mara mo mentons facts and circumstances than this. Trade anion practices, built up and endorsed by generations of trade unionists, had been given over a willingly da thousands had given their lives, because it was deemed essential for national, defence.
