"There is the honour to lay before you a translation of an official letter lately received from Lien Chowter, transmitting a report made to the Provincial Treasurer by the Prefect of Fahning, complaining of proceedings alleged against English vessels at a place called Sansha, a short distance to the northward of this Port.

I have explained to the Taoutai (Inclosure) that about the time the affair is said to have happened, a fleet of Chinese Junks left this Port under convoy of Portuguese Lorches, and that there were no English vessels here.
