Sir,
I have the honour to make the subject of the present Despatch the Welatin an occurrence which has recently taken place, & which appears to me to be sufficiently interesting to deserve Your Excellency's perusal.
In My Despatch. No7. of the 20th Of March last I offered an opinion on the inability of the Chinese Govt & the want of power on the part of the local Authorities to control The People, which the circumstances I am about to narrate will evidence in a strong Manner.
I should have preferred my letter being sent to G.C. through the hands of Mr. S. Bonham for the best
