As the arrangements regarding the transportation of Convicts from Hong Kong to the Straits are complete, I do not perceive that this correspondence adds anything to my stock of information, or that so far as Hong Kong is concerned there is any need for writing further to the Governor.

I would suggest that the present letter be acted upon, and that with reference to the concluding part of the despatch enclosed, the President in Council be written to, saying that the letter of the 5th of August showed that the President in Council saw no objection to the transportation of offenders from Ceylon to the Settlement of Malacca.
