With reference to the former correspondence regarding the transportation of Convicts from Hong Kong to places within the Territories of the East India Company, I am directed by the Commissioners for the affairs of India to transmit to you for the information of Earl Grey the accompanying copy of a Letter on the subject under date the 4. December last Nr 34. which had just been received from the President in Council. The enclosures, which are numerous and do not contain additional information, are not sent.
