Several vessels & Torchas carrying the English Flag constantly wave said to be in the habit of committing Similar outrages, such Reports leaving often reached me through various channels but I have never had sufficient proof of it before to detain a vessel.
You will now see fit to point out to His Exc? the Governor of Hong Kong these circumstances that he may be called upon to take such steps to prevent such acts of atrocity being committed by vessels carrying the English Flag, which cruise about the Coast for months together without getting clear from any of the Ports of Trade.
The officers & men sent down in charge of the Spec are witnesses as to the general facts stated.
