A PROSPEROUS AND QUIET YEAR.

The year under review has been a pros perous and quiet year for the F.M.S. the war has had very little effect on the country, The behaviour of all classes of the community (excepting, of course, the gang-robbers) has been exceedingly good. on the whole, It has been necessary to enquire into a few cases of alleged, sedi- tions talking, but nothing very serious has been brought to light. Among the dependencies of the Empire, the position of the Federated Malay States is prob ably an unique one. It has a first-rate railway system built entirely out of re

It was the first country to embark on a large scale in the plantation rubber industry, and consequently those who put their money into this industry have reaped the benefits of the high prices that have ruled hitherto, and the country is producing y this year about one-third of the rubber- of the world. It is a great satisfaction to feel that it has. bech possible to give some material assist ance to the Empire. The gift of the battleship Malaya could not have been made at a more opportune moment than it was. The services of the Malay States" Guides have been given and they have acquitted themselves well. The ordinary cost of the regiment, while on active ser vice, is being borne by the Government of the Federated Malay States. The Volunteer Forces on which the country must now depend for protection have been largely increased, involving a very considerable increase in expenditure. My object in recording the above facts is not to suggest that this country has done all that it can reasonably be expected to do, but merely to place facts on record. The question that must be put in every part of the Empire, and in every depen dency of the Empire, before this war is concluded and the bill of costs is paid, is tot so much what each country has done. but what each can afford to do, for it is certain that the resources of the Em pire will be strained to the very utter most before a satisfactory pence can he assured.
