Having had under consideration the subject of Piracy, which has for some time existed on the Coasts of China, and the system of Convoys which has originated therefrom, I am commanded by my Lord Commissioners of the Admiralty to communicate to you the following remarks for your information & guidance, and to express their Lordships' desire that you will place these matters before H.M.'s Plenipotentiary with a view to their being taken up by H.M.'s Govt on this subject.
