I certainly do not agree with His Ex cellency that the present time is uppe tune for asking the public to subscribe the large sum of $70,000, it is particular ly inopportune, Surely the sum of $140,000 would be of immense buteft, if remitted home, in helping our wounded and suffering soldiers and sailors and in a dazen other ways that do not nend mentioning

The YMCA is doubtless a worthy - object, and the Association has done a large amount of good and has helped our soldiers and sailors in a variety of ways at home, but I ask-Is the erection of a handsome building out here going to help even in the amallest way onr nation in the present crisis? If the answer is No! then I say it is an absolute waste of money to expend" for such a purpose,

The Hua Hui lottery is the cause of more domestic chiscord than any other form of gambling in Shanghai, and it is the most difficult of all for the police to run down, for the simple reason that there is never any tangible evidence to work on.
