The second reduction is in the entire abolition of the Office of Colonial Treasurer; but I merely suggest this for consideration, and I do it with considerable diffidence, for I am satisfied that under the multifarious forms now in force, and prescribed by the orders of the Government and of the Audit Board, are to be strictly observed, a separate office of this nature is absolutely necessary to ensure regularity. If, on the reverse, a monthly Account Current, shewing the receipts and disbursements, accompanied by the vouchers, would be deemed sufficient by the Home Authorities, then I am of opinion that the Secretary might undertake the duties of Treasurer, in addition to those more particular duties appertaining to his office.
Auditor. 6. If, however, the duties of Treasurer were to be imposed on the Colonial Secretary, it would be necessary to relieve the latter from the duties of Colonial Auditor; for it is obvious that the duties of Auditor and Treasurer would be incompatible.
