THE BRITISH CONCESSION
ON SHAMEEN. ANNUAL MEETING OF LAND. RENTERS AND RATEPAYERS.
The annual general meeting of Land renters and Ratepayers of the British Concession, Shamceh, was held at His Britannic Majesty's Consulate-Genera¡ on. February 14th
The Chairman, having duly spened the the menting, invited observations on report of the outgoing Council and on the accounts, both which were already in the hands of all present,
Mi Hogg the outgoing Chairman, addressed the meeting on the annual statements issued by the Council, derot-- ing special attention to the houdings of Health, Defence Corps, and Water Works.
Mr. Grifith proposed the adoption of the report and accounts. This was seconded by Mr. Shields and carried unanimously.
ELECTION OF THE NEW COUNCILM. The Chairman declared the following gen- tlemen elected under Rule 12 of the Land Regulations to form the Council for 1916: -Messrs. O Eager (Shewan. Tomes & Co), A. Hogg (Reis & Co.), 0, C. Kitching (A B. Watson & Co.), C. H. Shiels (Postal Commission CPO) H. Saples Smith (Deacon & Co., Ltd.).
SERVANTS' RELATIVES TO BE EXOLUDED,
Mr. Stanton proposed the adoption of the new Bye-law 47, of which a draft Ead been circulated. Mr. Shields inquired upon whom it was intended that the penal ty provided in paragraph be levind.- Mr. Grifita repned that it was to bo levied on the icbant. Mr. Shields thought some relaxation destrable such as the issue of special police permits enabling sor- vants' relatives to stay with them one or two nights. Otherwise, the rule would be hard to enforce Mr. Hogg said tha zim was to prevent families and children of survants living on the island, as such diseases as whooping-cough and measles were traceable to their presence. A fow surprise visits should suffice to ensure observance of the proposed rule.-Mr. Hogy explained that the object of the fine was not revenue but sanitation. ho proposed that the words "to be levied on the tenant concerned" be added to paragraph 6 and that the Bye-law, as amended, be passed. --Mr. Griffith seconded, and, on a show of hands, the Bye-law was declared to have been carried by a majority,
INCIDENCE OF THE WATER-TAX.
Mr. Hogg proposed That the incoming Council be authorized by this meeting to devisa ways and means of establishing a fairor system of water taxation than that hitherto existing-ie, 2 per cent on Assessments--and that, should the Council decide on a per capitu tax not to excred $7. per capite pc, anum in 1 of the per cent. Assessment tax, the Council be authorized by this meeting so to act.
