On the decease of Dr. Will, Sir John Bowring, the then Governor of Hong Kong offered the appointment of Colonial Surgeon to W. Yoring, informing that gentleman that
he
was to draw the
full Salary of the office. This indulgence the Governor
I was
not
authorized in granting, it being contrary to the
the Colonial
Rules of
service that a person provisionally appointed to
office should
receive more
than
half Salary. This
departure
from the regulations
was
not
pointed out to the Governor at the time,
and Lord Grey having subsequently brought it
proper to select
a
Gentleman from this
Country to fill
the new
vacancy,
