siders of my predecessor, and ins progress of constructions before my arrival, I diclaim any intention of reflecting on that gentleman. These works have already bene indeed sanctioned by Your Lordship, and would

most probably have been all recommended, had I been at the head of the colony when they were originated; but seeing the state of the financial embarrassment in which I am now placed, such explanation has appeared to me necessary, and may, moreover, perhaps enable Your Lordship to determine the degree of reliance that is to be placed on the contents of the Despatch, which is now in process of preparation, reporting the extent and expense of the establishment that is in my opinion absolutely essential for the efficient government of this distant and peculiar Colony.

Under this explanation of the error on which the Parliamentary Grant appears to have been made, as well as the absolute necessity that exists for the payment of the Works now in progress, and which will be due in less than two months, I trust that Your Lordship will be pleased to sanction drawing immediately on the Commissariat for the difference between the sum voted, £25,000, and that proposed by my predecessor, viz £34,200, being £9,200, or as much of it as may be absolutely necessary to meet the engagements for which the faith of the Government is pledged.
