The oak will certainly present infinitely less difficulty under a monarchy than under a republic. Similar ly, with regard to the restoration of order in Inner Mongolia, any final settlement of the form of government in China will make the task easier than when the status Of Chins herself is doubtful, but the task will be still more facilitated if the form of government prevailing in Chine is roughly Sn accordance with that to which the people and rulers of Mongolis are thom- selves accustomed, as then the princes will no longer have any cause for fear lest they should lose their own cherished preroga tives.
