Literal translation of the passage in question-
海防官並帶憲票之人與及巡捕等登船倘有人而船主伊上不欲舶者則可能止伊矣
The Harbour Master and the bearer of a Warrant together with constables have power to board a vessel. If there are men on board and the Captain does not wish them to come on board (his) vessel, then he can prevent and stop (them).
