With reference to the latter object contemplated is at present prohibited in this Colony, I would observe that Spirit of every description is imported, and from any country duty free, and without restriction. Soldiers and Sailors will have spirits, it is a matter of some consequence and are supplied with what quality they are supplied with. It is with Batavia Arrack and Manila Rum, both articles being very impure, the effects of which are very deleterious to the health of these two classes of men.
Again My Lord, it is worthy of remark that the Two Ports supplying those articles, should be those of all others the most hostile to British Commerce. Our ships and goods, not excepting our exports from the Port, are taxed 100 per cent more than those of Spain, in the one Manila; and by the same result nearly is obtained but by the most clumsy. From those Ports goods of every kind are admitted duty free, and doubtless properly so. My Lord I cannot doubt but you will coincide with me that it is neither fair to the colony nor sound policy to maintain so injurious a regulation simply to benefit them:
