the Committee of Inquiry, which you have proposed both with respect to the general questions of
reduction in the rates of rent, and as to the alleged
cases
hardship, submitting the result for my consideration before any final steps are taken.
And you will avail yourself of this opportunity to suggest
to the Committee whether it would not be an improvement in the system of Land sales to reserve in future
a proportion only of
the price in the
shape of rent, the competition at the public sales being
made to turn not on
the amount of rent, but on the premium offered for what would in fact
be a beneficial lease.
5. I come now to
the individual cases. Of those of Stephenson, Bracken, & Scott. Considering the nature of the land applied for by Mr. Stephenson, and that it does not fall within the limits of the Town of Victoria, I should not object to our allowing Mr. Stephenson
