It is directed to mislead both the soldiers and the public into.the belief that victory is impossible and that the Allies have deserted the Russing cause. The con- tinued necessity for retirements has now presented an oppor unity to the eneiny to push this programme more effectively and plausibly, until to-day some people in Russia are in a chaos of pessimism as to the real situation. The idea is being subtly circulated that the attack in the West is indefinitely suspended, and that the highest authorities are secretly plan ning peace.
