JUDGMENT OF THE OSAKA MARINE COUNT
On the 1st instant, in the Osaka Marine Court, judgment was given in the inquiry hold into the circumstances attendant upon the collision between the Blue Funnel steamer Hyzon and the 0.8.K stoamer Shoshunuru in the Inland Sea on January 3rd fast.
In delivering judgment, Mr. Ishikawa, the Presiding Judge, first read a résumé of the evidence in the case. In the pre sent case, proceeded the Presiding Judge, the cause of the collision is trace able to the fact that shortly before the Lyson came aboam of Takaikamishima, Price, who was piloting that steaner at the time of the accident, failing to sight the lights of the Shoahu-maru which should have been discernible on the port bow about a mile and a half ahead, direct ed his steamer N. 52dog. E., thus settling ite course as if to cross the bow of the Shoshia-maru, and that subsosuently he failed to take the necessary precautionary step of steering clear of the Shoshu-maru

HOW TO DEVELOP JAPAN'S TRADE.
REPLIES TO THE GOVERNMENT.
The conference of Chainnen of Chambers of Commerce, called by the Department of Agriculture and Commerco in Tokyo, was concluded on Wednesday (23rd ult.), when committee reports were submitted and adopted.
Mr. Okamoto, chairman of the Haku date Chamber, moved that the buildings of Chambers of Commerce and the land occupied should be exempted from all tazes and other imposts, motion was ap proved, and the motion of Mr. Taki- gawa, representative of the Kobo Cham ber, for the establishment in Osaka or Kyoto of a National Industrial Labora- tory, was similarly passed
Mr. Nakano, Chairman of the Tokyo Chanibor, expressed the hope that the Government would take measures to re- medy the short supply of steamers, which was hampering business, and also tako steps for the suppression of the Chinese boycotti
Mr. Kono, Minister of Agriculture and Commerce, who presided over the con terenoc, thanked the meeting for its work, repeated from time to time."

EXTENDING TRADE.
The replies of the Conference to the questions put by the Government are as follows:
In reply to the frat question--What should be dene to extend Japan's overseas trade?--the Conference recommends:
1 The Franco-Japanese Treaty should be applied to French Indo-China,
Treaty of Commerce should be 'concluded with Australia.
3A Conventional Tariff should be adopted between Japan and Russia
4. Offices should be established for the State inspection of the principal.com modities of export, and s
5. Trade Commissioners should be up-- pointed, and commercial students should be sent abroad by the Government in greater numbers than at present.
6. Deep sen stem navigation should extended, (a) The Australian service should be extended to New Zealand. (0) New steamabio services should be opened to French Indo China and Siam. ((c) A. Panama Canal service should be opened.
7. Exchange banks should he extended and exeliange business should be facili tated.
