troops; and that the other species of cost proposed or had recourse to by me, therefore if any increase has been made in the Colonial expenses on account of the Naval Department, it has been done without such view on my part - my object having been from the first to check the Queen's Stores protected by Her own Troops._ The proposal made in the latter part of your Excellency's letter, I have already replied to in my own letter of the 3rd instant, and I have to add that I was quite aware of the four Watchmen being employed, but I have just been informed it was done without the sanction of any Commander in Chief, certainly not with mine, during the short period of Six months when I had the honour to hold the Chief Command.
