If they thought of it carefully this meant very little as regarded what they had to decide that afternoon, for it was obvious that if opium was no longer grown in these provinces, and if the stocks of foreign opium were automatically sealed, there would be no opium to sell in the Settlement, and con- sequently there would be no applications for licences; in other words, the opium con- troversy would for them be automatically terminated. GERMAN-MADE NEWS IN
With the completion of the new Count Hall it is hoped to open up a new stat Mr. E. S. The two points he wished to lay improvement of the bridges, would be before ratepayers were (1) the position of the beginning of a change which in it Shanghai and themselves vis-à-vis the count would eventually raise this part of try at larger, and (2) the economie argument London to the level of the importano He thought everyone must admit that and popularity of that across the water. China had shown every evidence of being sincere in her attempt to rid the country of the use of opium. There had heen exceptions here and there, but it seemed to him that the exceptions abundantly proved tho zrála. Recently he made a lengthy journey through the western provinces of China and travelled on foot thousands of milos in provinces more given over to the consumption and growing of opium than any other in China. The testimony of his own eyes and inquiries was that, with one single hexception, he saw no trace of opium being grown, sold or consumed, although he lived in Chinese inns and put his Chinese to try to discover whether it could be bought, sold or consumed. There were no opium dens or shops in the Chinese territory contiguous to Shanghai and there was a remarkable freedom from crime. Inside the Settlement they had a consider able consumption of opium and a great wave of crime over the Settlement for months, if not years, past. In this opium bore its share, He appealed to a sporting community to play the game vis-à-vis of China.

Mr. Little asserted that the economic argument was entirely in favour of closing the opium shops, and if the time was prolonged the price would be enhaused. It simply meant that still more money would be taken from the population and the purchasing power would be reduced so much more and the money pass into the opium
merchants' banks.
