EFFORTS TO PRESERVE TEACE.
The Foreign Office issued last month copies of a letter written by the President of the French Republic to the King upon the European crisis on July 31, 1914, and of his Majesty's reply on the following day
No explanation was given by the Foreign Office of the reason for publishing this corre spondence, but the Times remarks that it tends, nevertheless, to prove that, far from urging France and Russia into war, as Germany has repeatedly accused it of having done, the desire of the British Government to maintain peace was so strong that it had not, even as late as August 1 given any intimation to the Powers with which it maintained relations of especial friendship as to the course it would eventually pursue THE PRESIDENT OF THE FRENCH REPUBLIC TO THE KING.

In the grave events through which Europe is passing, I feel bound to convey to your Majesty the information which the Govern ment of the Republic have received from Germany The military preparations which are being undertaken by the Imperial Government, especially in the immediate neighbourhood of the French frontier, are being pushed forward every day with fresh vigour and speed. France, resolved to con- tinue to the very end to do all that lies with in her power to maintain peace, has, up to the present, confined herself solely to the most indispensable precautionary measures.
